Even though the country has a Planning Commission, chaired by the Prime Minister and a wholetime Deputy Chairman, often the micro regions, like Arunachal Pradesh, do not find their due focus and the priority, they do so badly need and so abundantly deserve. The treatise in hand tries to fill that void. The book focuses on the development issues of the micro-region and brings the pearls of wisdom out of the imbroglio of development milieu of the state under reference.
It is expected to assist the Planning bodies, administrators, planners, educators and teachers in projecting the development issues and also in suggesting viable and practical solutions. The seventh chapter examines the various government planning models/schemes and goes on to suggest the most comprehensive, technically sound and easy to implement, model for the development of the state in coming years and decades.
The book being the outcome of years of research evolves an all encompassing approach to numerous issues, which are often unique to the region, tries to unfold even the problems that are very specific and special to this hill state of India.
S.P. SHUKLA (b. 1939) in the rural environs of eastern Uttar Pradesh, is a self made man. Destiny placed him in the laps of Eastern Himalayas when he travelled to NEFA (Arunachal Pradesh) in 1962. Ever since he has remained deeply involved in the upliftment of the tribal society of the state. For more than 38 years he remained associated not only with the land and people of the area but also with socio-cultural, geopolitical and economic growth of the region. It is, therefore, but natural that barring a few of his writings, all of them (8 books, 31 research papers) find a base in the grains and the multitudes of the state.
Strategy for Integrated Development of Arunachal Pradesh is the ninth book of the scholar and is a clear reflection of the author's vision about the economic development of the State.
The book "Strategy for Integrated Development of Arunachal Pradesh" attempts to examine the developmental scenario in the state. This process of examining the present position involves, logically, a set of parameters. The ground work therefore, implores a realistic assessment of all the ingredients that play, direct or indirect, role in the process of Integrated Development. The terrairian, climatic and vegetal environment on the one hand and socio-cultural, geopolitical and administrative, human resource, transport and communication, density of population, economic and technological advancement, on the other, deserve to be examined and assessed critically and properly so as to get a genuine and realistic picture of the present state of affairs in the state. Also an assessment of natural resource base viz. agricultural & horticultural resources, soil and humus, forest, minerals, water, power, fisheries, animal husbandry etc. deserves to be made.
Having done so, an in-depth study is presented about all Schemes and Programmes of the government (both State & Central Govt.), various projects and Programmes launched, and modes and models of development tried. The impact analysis is presented in clearer terms than usually placed. Because of the long association and involvement of the author into the making of the state, the resultant assessments prepare a very vivid picture of the stages of the development in the state. The gaps between the intended results at the Programme formulation stage and its implementation stage are so glaring that at times, the author finds it incomprehensible. The models of development prepared at the central government stage have been tried here in Arunachal Pradesh without making even the most demanding changes and adjustments to suit the terriarian and climatic conditions in the state and hence they perhaps did not yield the similar results as in other parts of the country where the conditions were more conducive for the trial of the said model/ Programme.
