PREFACE

In consonance with the aims of the Publication Board, Assam, it was decided to publish this rare book which has immense historical value. Originally prepared in the form of a Report by A. J. Moffatt Mills, Judge of the Sudder Court on deputation to Assam during the early days of British administration, the volume deals separately with six districts of erstwhile Assam, namely, Goalpara, Gauhati, Lakhimpur. Nowgong. Sibsagar and Darrang In his Report, Mills gathered information and expressed his views and offered suggestions on such diverse aspects as the areas of land. Revenue system, modes of cultivation, rates of assessment, population patterns, manufactures, means of communication, education and schools. judicial system, etc. pertaining to the districts under survey He also received memoranda from such eminent local personages as Anundoram Dhekial Phookan and also some highly placed British officials of those days, Mills administrative report had thus become an invaluable historical document and source-book throwing immense light on the system of administration prevailing in Assam during the early period of British rule in Assam as also on the socio-economic and educational situations in the province.

We are confident, this reprinted edition of Mills Report on the Province of Assam will be received generously and with due enthusiasm by scholars and serious students of Assam's history and cultural heritage all over the country and abroad.

Finally, we would like to put on record our gratitude to the Department of Historical and Antiquarian Studies as well as the Department of education, Government of Assam, for kindly making the original copy of the volume available to this Board.
