Dr N. Dilip Kumar is a socially committed IPS officer who retired as Special Commissioner of Police, Delhi. Apart from contributing to several area of policing, he made a mark for his relentless crusade against corruption. He firmly believes that unless a strong and independent Lokpal and Lokayuktas are instituted, India cannot get rid of the scourge of corruption.
For ages, people have been forced to remain the subjects of rulers-kings, dynasties, despots and usurpers. Today, they have the power to be the rulers through democratic means. Yet, unwittingly, they pave the way if not for kings, surely, for usurpers and dynasties, for criminals and cronies, for whom the voters at the bottom of the food chain are non- existent entities. This tragedy is repeated election after election.
One gets a feeling of déjà vu. In the decades after 1947, every regime that came to power in India has been guilty of the same lapses. Abandoning lofty ideals, ethical values and the spirit of sacrifice, the nation has plummeted into a dark age and is suffering-values lost, economic growth hampered, development hindered, the gulf between the rich and the poor ever-widening; and people, deprived and disillusioned, losing faith in the government.
Some resort to radical politics out of despair. There is degeneration and decay, dishonesty and insatiable greed for riches, squabbles for power and colossal corruption all around.
Yet, the masses are confused even when they witness several leaders neck-deep in massive scams-the fodder scam. JMM bribery case, Cash for Questions, Taj Corridor, etc., and several cases of disproportionate assets. Like lambs, they rally behind these corrupt leaders and catapult them to power again and again. It never dawns on them they are declaring these modern-day Bakasurs who strangle the executive, bend the rules and amass huge quantities of illegal wealth to be honourable gentlemen. Blindfolded, the masses do not perceive such greedy men as master criminals. Alas! Instead of saying sayonara (goodbye) to their leadership, they simply say, chalta hai (it's okay).
