About The Book

The re-publication of these articles carried in the Strategic Analysis and the IDSA Journal in the 1965-85 phase, is an attempt to bring to the readers the early but still noteworthy writings of the scholars associated with the country's premier strategic studies institute. Many of these are seminal contributions to the development of India's strategic thought. The volumes in this series commemorate the 40th anniversary of the founding of the Institute. The articles are significant for their historical and intrinsic value, and will be useful for the larger international relations and security studies community, as well as the policy-makers.

About The Editors

NS Sisodia is Director of the Institute for Defence Studies and Analyses (IDSA), New Delhi, and a Member of the National Security Advisory Board. He holds an Honour's degree in History from University of Delhi and a Master's degree in Public Policy and Management from Harvard University, where he was a Mason Fellow. He joined the Indian Administrative Service in 1968 and served as Additional Secretary, National Security Council Secretariat and Secretary to Government of India in the Ministries of Finance and Defence. He was a member of the Task Force constituted to recommend measures for Reforming the Management of Defence. He has also been Vice-Chancellor, University of Udaipur.

Sujit Dutta is Senior Fellow with the Institute for Defence Studies and Analyses (IDSA), New Delhi. He has been a member of the India-China Eminent Persons' Group set up by the two governments in 2001 for high- level Track Two dialogue. He was Senior Fellow at the United States Institute for Peace, Washington DC, in 1997-98. He specialises in India-China relations, Chinese foreign and security policies, state and politics in 20th century China, Asian security issues, and international relations theory.

Preface

The volumes in this series trace the growth of strategic studies in India in the past four decades and bring to our readers the edited reproduction of some of the most seminal and noteworthy contributions in the pages of Strategic Analysis and the IDSA Journal, which closed in 1987. The republication, we believe, is a fitting way to pay tribute on the occasion of the IDSA's 40th anniversary to the scholars and analysts of the Institute and some of its associates, and also recall the contributions to Indian strategic thought made by the Institute. The IDSA researchers were the pioneers in a field that was entirely new to India in the 1960s and 1970s and was largely nurtured within and under the umbrella of the Institute. Strategic studies has always been a niche and special field, but one that is increasingly important as India opens its doors and reaches out to the world.

It has been observed by many analysts that independent India has been weak in its strategic thought and has, therefore, failed to reap the advantages from the international system or effectively protect its security interests. These articles indicate the many intellectual breakthroughs, efforts and significant policy inputs that were provided to the decision-makers over the years.
