Presently, he is attached with several legal and academic institutions in Calcutta. He has 25 years experience of producing several research papers on South Asian Politics.

This book throws light on the various phases of theoretical development and practical implementation of Panchayati System in Indian Society. The village is the most important unit of our socio-economic life which has constituted the primary territorial unit of administration ever since very ancient times. Villages are very frequently referred in ancient Hindu, Buddhist and Jain scripture. Since the very ancient times, the village has been the pivotal of administration and the real centre of socio-economic life around entire structure of local administration revolves with the facility and ease.

The manifold functions of these ancient villages institutions comprise not only the normal civic duties but embraced all conceivable kinds of public affairs-industrial, commercial, social, religious, administrative, judicial and legislative. Their chief social obligation were education, health throughfare, sanitation and many emergency measures during the time of natural calamities. This functional institutions maintained internal defence and security independently of the state which followed the policy of non-interference so long as received share of land revenue.

The foundation of the British rule in India gave a death blow to the ancient Indian village autonomy which was the heart of socio-economic administrative life of the people.
