National literacy mission envisages post literacy programmes to be developed in the context of life of the individuals and the society at large. From this view point, post literacy is regarded as an integrated learning process to assist neo-literates to retain, improve and apply their basic knowledge attitude and skills for the satisfaction of their basic needs and to permits them to continue education through self-directed process for the improvement of their quality of life, both personal and societal. This book is an attempt to present a clear and comprehensive picture of the post literacy in Meghalaya. Author has made an attempt to give a clear concept of literacy, post literacy programmes and monitoring and evaluation of post literacy programmes in Meghalaya. Author has also presented a clear need and justification of the study as well appropriate objectives of the study. The last chapter of the book deals with various findings, discussion, suggestions and conclusion. The book is based on primary data collected as well as secondary data.

About the Author

DR. BANLUMLANG LYNGKHOI (b.1985) is presently working as a Project Coordinator, in Digital India Corporation Ministry of Electronic & IT Government of India, New Delhi. She has completed her MA from Department of Sociology and Ph.D from Department of Adult and Continuing Education, North Eastern Hill University, Shillong. She has also completed her MSW from Indira Gandhi National Open University (IGNOU) Shillong and B.Ed from College of Teacher Education (PGT), Shillong. She has also completed her Post Doctoral Degree from Indian Council of Social Science Research, New Delhi. She has contributed a number of research papers and attended Workshop/Seminar.

Preface

Post-literacy is a process of continuing education. It includes all forms of education that follow after the achievement of basic literacy and enable the learner to consolidate the basic literacy skills to a level equivalent to the completion of formal primary school. As a part of continuing education, post-literacy programmes attempt to give interested learners an opportunity to harness and develop their learning potential after completion of a course in basic literacy. Its programme and activities are designed in a manner so as to prevent neo-literates and semi-literates from relapsing back to illiteracy.

In order to achieve the above objectives, the National Literacy Mission designed a one-year post literacy programme. The planning was done in such a manner that, it was launched just after the conclusion of the total literacy campaign. It was implemented in a mission mode throughout the country. In keeping with its aims, the Mission formulated and circulated broad guidelines such as identification of learning needs of neo-literates, Provision of learning opportunities to meet the needs, creating a socio- economic, political and cultural ambience to sustain the learning environment created during the TLC phase.

Post literacy programmes were open to all those willing to take up reading and learning as a way to enrich life. It was specifically designed to cater to the need of Neo-literates in the 15-35 years age group who has completed the basic literacy course under the total literacy campaigns, Semi-literates/dropouts from the basic literacy phase, Dropouts from primary schools, and Pass-out literates from Non Formal Education (NFE) programmes.
