The Andhra Government Oriental Manuscripts Library & Research Institute has in its acquisition very rare and original Manuscripts pertaining to the Qutb Shahi and the Asaf Jahi periods. The "Bayaz-e-Chandulal" is one among them which has very valuable, historical and socio-literary source material with special reference to the administration of judicial affairs in the Asaf Jahi regine. On popular demand, its very rightly decided to published the above unique Manuscript on the occasion on 400 years of Hyderabad proposed to be celebrated. Dr. Yaqub Ome a renowned scholar and reader in Persian in the Osmania University has very deligently edited the above Manuscript and prepared introduction in English and brought the socio-political situation prevailing the early part of the Asaf Jahi dynasty very closeto one and all of the non-knowing Persian Research scholars.

This manuscript Bayaz-e-Chandulal consists of three sets of official correspondence (1) Between Ameens of Chandulal and Nagpur Court (2) Between Ameen of Chandulal and an Officer appointed as Sarpanch by Chandulal, and (3) Letters addressed to Chandulal by his Ameen.

Official correspondence between the investigating officers of Deccan and Nagpur Court came into existence due to the occurence of arson and dacoity on the border areas of these two states, namely Baster. Zamindars of these areas had committed dacoities in one another's jurisdiction. A commission of enquiry was appointed to go into the matter, to decide who is guilty, to suggest how to compensate the victims and punishment to culprits. This commission initially had two members, one from the Deccan Court appointed by Prime minister Chandulal and other appointed by Maharaja of Nagpur. Subsequently one more officer was appointed by Maharaja Chandulal.

These letters show the state of affairs in Deccan during the last phase of Chandulal's premiership. Histotrical records of this period suggest that the law and order situation was extremely deteriorated. Financial mismanagement was the order of the day. Government was on the brim of liquidation due to heavy debts. Salaries of Government employees were not paid regularly. Life, honour and property of citizens were in danger.
