Born in Mianwali (now in Pakistan) in 1939. Early education at village Achariki in Punjab. Graduation from Punjab University. Honours in Hindi.
M.A. English and Hindi from Delhi University. Well-versed in Sanskrit, Urdu, Panjabi and French languages.
Retired from the Post-Graduate Department of English, Dyal Singh College, Karnal (Haryana) in the year 1999.

Blindness: Problem and Prevention and दृश्टिहीनताः समस्या एवं समाधन (Hindi Edition) were published by Karnal Junior Chamber in 1991. The KJC was awarded the first prize of $1000 and Yokohama Trophy by International Junior Chamber at JCI ASPAC Conference held at Kitakyushu (Japan), and was honored at JCI World Conference held at Miami (USA) in 1992 for the work done by the Chapters in India and voluntary organizations on the basis of these works.
Prof. Bharti was honored by Hon'ble Governor of Haryana, Sh. Dhanik Lal Mandal, in the year 1995 in recognition of his work and his services rendered for the welfare of the Disabled, especially the blind.
